الیکشن کمیشن نے 18ویں لوک سبھا انتخابات 19 اپریل سے یکم جون تک سات مرحلوں میں کرانے کا اعلان کیا ہے اور ووٹوں کی گنتی 4 جون کو ہوگی۔ اس کے ساتھ ہی آج سے ملک بھر میں ماڈل ضابطہ اخلاق نافذ ہو گیا ہے۔
چیف الیکشن کمشنر راجیو کمار نے دونوں کمشنروں گیانیش کمار اور سکھبیر سنگھ سندھو کی موجودگی میں آج یہاں وگیان بھون میں منعقدہ ایک پریس کانفرنس میں تمام 543 لوک سبھا سیٹوں کے ساتھ ساتھ سکم، اروناچل پردیش، اڈیشہ اور آندھرا پردیش کے اسمبلی انتخابات اور مختلف ریاستوں کی اسمبلیوں کی 26 خالی نشستوں پر ضمنی انتخابات کے شیڈول کا ا آج علان کیا۔
ہندوستان کے عام انتخابات کو دنیا میں جمہوریت کا سب سے بڑا تہوار قرار دیتے ہوئے مسٹر کمار نے کہا کہ کمیشن دو سال سے اس کے لیے تیاری کر رہا تھا اور تشدد، خونریزی، پیسے کی طاقت اور پروپیگنڈے کو روکنے کے لیے اب تک کا سب سے موثر نظام لے کر آیا ہے۔
مسٹر کمار نے کہا کہ انتخابات کا عمل 20 مارچ کو پہلے نوٹیفکیشن کے ساتھ شروع ہوگا۔ انتخابات کا پہلا مرحلہ 19 اپریل، دوسرا مرحلہ 26 اپریل، تیسرا مرحلہ 7 مئی، چوتھا مرحلہ 13 مئی، پانچواں مرحلہ 20 مئی، چھٹا مرحلہ 25 مئی اور ساتواں مرحلہ یکم جون کو ہوگا۔ لوک سبھا کے لیے ووٹنگ کے ساتھ اسمبلی انتخابات اور ضمنی انتخابات کے لیے بھی ووٹنگ کرائی جائے گی۔ پہلے مرحلے میں 21 ریاستوں کی 102 سیٹوں پر، دوسرے مرحلے میں 13 ریاستوں کی 89 سیٹوں پر، تیسرے مرحلے میں 12 ریاستوں کی 94 سیٹوں پر، چوتھے مرحلے میں 10 ریاستوں کی 96 سیٹوں پر، پانچویں مرحلے میں 10 ریاستوں کی 96 سیٹوں پر ووٹنگ ہو گی۔ آٹھ ریاستوں میں 49 سیٹوں پر، چھٹے مرحلے میں سات ریاستوں کی 57 سیٹوں پر ووٹنگ ہو گی اور ساتویں مرحلے میں آٹھ ریاستوں کی 57 سیٹوں پر ووٹنگ ہو گی۔ اتر پردیش کی 80 سیٹوں کے لیے تمام سات مرحلوں میں ووٹنگ ہوگی۔
چیف الیکشن کمشنر نے کہا کہ تمام ووٹوں کی گنتی 4 جون کو ہوگی۔
مسٹر کمار نے کہا کہ اس بار عام انتخابات کے لیے تقریباً 97 کروڑ ووٹر رجسٹرڈ ہیں اور 12 ریاستوں میں خواتین ووٹرز کی تعداد مردوں سے زیادہ ہے۔ انہوں نے کہا کہ 21 کروڑ ووٹر نوجوانوں کے زمرے سے تعلق رکھتے ہیں جن میں سے 1.82 کروڑ ووٹر پہلی بار رجسٹرڈ ہوئے ہیں۔
چیف الیکشن کمشنر نے کہا کہ 2.18 لاکھ ووٹرز کی عمر 100 سال سے زیادہ ہے۔ جبکہ پانچ سے چھ لاکھ ایسے ووٹرز بھی ووٹ ڈال سکیں گے جو یکم اپریل کو 18 سال کی عمر مکمل کر لیں گے، جنہوں نے پہلے ہی ووٹر رجسٹریشن کے لیے درخواست دی تھی۔ اس بار کمیشن نے 85 سال سے زیادہ عمر اور 40 فیصد تک معذور ی کے حامل ووٹروں کو گھر بیٹھے ووٹ دینے کا اختیار دیئے جانے کا فیصلہ کیا ہے۔
سی ای سی راجیو کمار کے مطابق، 12 لاکھ سے زیادہ پولنگ اسٹیشنوں پر 96.8 کروڑ لوگ آئندہ انتخابات میں ووٹ ڈالنے کے اہل ہیں۔
