بہار میں ریزرویشن کے دائرہ میں 75 فیصد تک توسیع، نتیش کابینہ کا اہم فیصلہ

پٹنہ: نتیش کمار کی کابینہ نے ریاست میں ریزرویشن کا دائرہ 60 فیصد سے بڑھا کر 75 فیصد کرنے کی تجویز منظور کی ہے۔ سی ایم نتیش کمار نے منگل کو ہی بہار اسمبلی میں ریزرویشن بڑھانے تجویز پیش کی تھی، صرف ڈھائی گھنٹے بعد کابینہ نے اسے منظوری دے دی۔
بہار کے وزیراعلی نتیش کمار نے آج بڑا اعلان کیا ہے۔ انہوں نے بہار اسمبلی میں ریزرویشن کا دائرہ 50 فیصد سے بڑھاکر 65 فیصد کرنے کی تجویز پیش کی ہے۔ نتیش کمار کے مطابق بہار میں 75 فیصد ریزرویشن کرنے کی تجویز پیش کی گئی ہے۔ اس میں 43 فیصد او بی سی اور ای بی سی کے لئے جبکہ 10 فیصد ای ڈبلیو ایس (EWS) کے لئے ریزرو ہوگا۔ شیڈولڈ کاسٹ کو 20 فیصد اور شیڈولڈ ٹرائب کو 2 فیصد ریزرویشن ملے گا۔
بہار میں ذات پر مبنی مردم شماری کی رپورٹ کو آج اسمبلی میں پیش کیا گیا۔ بھارتیہ جنتا پارٹی نے الزام عائد کیا تھا کہ کچھ ذاتوں کی تعداد کو بڑھایا گیا تو وہیں کچھ کو گھٹایا گیا۔ ان الزامات پر جواب دیتے ہوئے نتیش کمار نے کہا کہ ذات کی تعداد گھٹانے یا بڑھانے پر جو بھی سوال کھڑا کیا جارہا ہے وہ بے بنیاد ہے۔
وزیراعلی نتیش کمارنے کہا کہ ذات پر مبنی سروے اتفاق رائے سے ممکن ہوپایا ہے۔ انہوں نے کہا کہ 1990 میں سابق صدر جمہوریہ گیانی ذیل سنگھ نے سب سے پہلے مجھے ذات پر مبنی مردم شماری کے سلسلے میں مجھے مشورہ دیا تھا۔ اس کے بعد ہم اس کو لے کر موجودہ وزیراعظم وی پی سنگھ سے ملے تھے۔ جب سے میں بہار بہار کا وزیراعلی بنا ہوں تبھی سے ذات پر مبنی مردم شماری کے لئے کوشاں ہوں، لیکن اب یہ ممکن ہوپایا ہے۔
ذات پر مبنی سروے کے زریعہ 215 شیڈولڈ کاسٹ، شیڈولڈ ٹرائب اور انتہائی پسماندہ طبقہ کے اقتصادی صورتحال کا جائزہ لیا گیا۔ اس پر ایک رپورٹ جاری کی گئی اور اس کے بعد ریزرویشن کا دائرہ بڑھانے کی تجویز پیش کی گئی۔

ذات پر مبنی مردم شماری کے مطابق بہار میں شیڈولڈ ٹرائب میں 42.70 فیصد غریب خاندان ہیں۔ جبکہ شیڈولڈ کاسٹ کے کل 42.93 فیصد خاندان غریب ہیں۔ ریاست میں 33 فیصد لوگ ابھی تک اسکول نہیں گئے ہیں۔ رپورٹ کے مطابق عام طبقہ میں غریب خاندانوں کی تعداد 25.09 فیصد ہے، جبکہ پسماندہ طبقہ کے اندر 33.16 فیصد غریب خاندان ہیں۔ انتہائی پسماندہ طبقہ میں 33.58 فیصد غریب خاندان ہیں۔
بہاراسمبلی میں منگل کو پیش ذات پر مبنی مردم شماری کے اقتصادی رپورٹ پر بحث کرائی جارہی ہے۔ ایوان میں رپورٹ پیش کئے جانے کے بعد سبھی پارٹیوں کے ممبران اس پر بحث کریں گے۔ رپورٹ پیش ہونے سے پہلے اس میں شامل اقتصادی اور تعلیمی ڈیٹا جاری کئے گئے ہیں۔ ریاست میں صرف سات فیصد لوگ ایسے ہیں، جو پوسٹ گریجوئٹ یا گریجوئٹ ہیں۔ اس کے علاوہ 9.19 فیصد لوگ ہی بارہویں تک کی تعلیم حاصل کرسکے ہیں۔ اس سال کے شروع میں ریاست میں ذات پر مبنی مردم شماری کرائی گئی تھی اور اس کے نتائج گذشتہ ماہ ہی جاری کئے گئے تھے۔
ریاست میں 22.67 فیصد لوگوں نے درجہ ایک سے 5 تک کی تعلیم حاصل کی ہے۔ 14.33 فیصد آبادی نے درجہ 6 سے درجہ 8 تک کی تعلیم حاصل کی ہے۔ 14.71 فیصد آبادی درجہ 9 سے 10 تک کی تعلیم حاصل کرسکے ہیں۔
اعداد و شمار کے مطابق ریاست میں پسماندہ طبقے کے 33 فیصد لوگوں کی ماہانہ آمدنی 6 ہزار تک ہے۔ 29 فیصد کی آمدنی 6 سے 10 ہزار ہے۔ 18 فیصد کی ماہانہ آمدنی 10 ہزار سے 20 ہزار ہے۔ 10 فیصد کی آمدنی 20 سے 50 ہزار ہے اور صرف 4 فیصد آبادی کی ماہانہ آمدنی 50 ہزار یا اس سے زاید ہے۔
