لیما:جنوبی امریکی ملک پیرو کی حکومت نے 2023-24 کے درمیان ایل نینو کی ممکنہ آمد سے پیدا ہونے والے پانی کی قلت کے ’سخت خطرے‘ کے پیش نظرلیےمنگل کو 544 اضلاع میں 60 دن کے لیے ایمرجنسی نافذ کرنے کا اعلان کیاہے۔
سرکاری اخبار ایل پرووانو میں شائع ہونے والے حکم نامے میں کہا گیا ہے کہ ’’اس سے موجودہ انتہائی زیادہ خطرے کو کم کرنے کے لیے فوری اور ضروری ہنگامی اقدامات اور کام پر عمل درآمد ممکن ہو سکے گا۔‘‘ نیشنل سول ڈیفنس انسٹی ٹیوٹ (انڈیسی) اور دیگر ریاستی اداروں کے تکنیکی ہم آہنگی کے ساتھ، علاقائی اور مقامی حکومتیں متعلقہ اقدامات اپنائیں گی، جن میں ’ضروریات کے مطابق ترمیم‘ کی جائے گی۔
یہ اعلان انڈیسی اور دیگر اداروں کی جانب سے 13 ستمبر کو جاری کی گئی ایک رپورٹ کے بعد کیا گیا ہے، جس میں موجودہ ہائیڈروولوجیکل حالات اور ذخائر کے حالات کے ساتھ ساتھ 2024 کے موسم گرما تک وسطی اور مشرقی بحرالکاہل میں ال نینو واقعہ کے امکان کے بارے میں رپورٹ دی گئی ہے۔
ڈکری کی رپورٹ کے مطابق ال نینو کی صورتحال آبادی، فصلوں اور مویشیوں کی صحت کو متاثر کر سکتی ہے۔ اس لیے متعلقہ کوششیں اور اقدامات کو بروقت نافذ کیا جانا چاہیے۔
