‘زیرِ آب’ پاکستان کی مدد کیلئے امریکی صدر جو بائیڈن کی دنیا سے اپیل

واشنگٹن: امریکی صدر جو بائیڈن نے اقوامِ متحدہ کی جنرل اسمبلی کے اجلاس سے خطاب کرتے ہوئے دنیا سے بھرپور اپیل کی کہ وہ پاکستان کی حالیہ سیلاب سے ہونے والی تباہی سے نمٹنے میں مدد کرے۔
ڈان میں ایک رپورٹ کے مطابق امریکی صدر نے موسمیاتی تبدیلی کے بحران سے نمٹنے کے لیے کارروائی کا بھی مطالبہ کیا اور صرف رواں سال کے لیے پوری دنیا میں انسانی زندگی بچانے والی امداد اور خوراک کے تحفظ کے لیے 2 ارب 90 کروڑ ڈالر کے فنڈ کا اعلان کیا۔انہوں نے دنیا بھر میں وسیع تر معاشی اور سیاسی بحرانوں کو روکنے کے لیے کمزور ممالک کے قرضوں پر ‘شفاف طریقے سے مذاکرات’ کرنے کی تجویز بھی پیش کی۔امریکی رہنما نے دنیا پر بدلتی ہوئی آب و ہوا کے اثرات کو اجاگر کرتے ہوئے کہا کہ پاکستان کا بیشتر حصہ اب بھی پانی میں ڈوبا ہوا ہے اور اسے مدد کی ضرورت ہے۔انہوں نے کہا کہ خاندانوں کو ناممکن انتخاب کا سامنا ہے، یہ انتخاب کرنا کہ کون سے بچے کو کھانا کھلانا ہے اور یہ سوچ رہے ہیں کہ کیا وہ زندہ رہے گا، یہ موسمیاتی تبدیلی کی انسانی قیمت ہے اور یہ بڑھ رہی ہے، کم نہیں ہو رہی’۔
قبل ازیں اقوام متحدہ کے سیکریٹری جنرل انتونیو گوتریس نے عالمی رہنماؤں پر زور دیا تھا کہ وہ پاکستان کے قرضوں سے نمٹنے میں مدد کریں۔
اسی سمت میں قدم اٹھاتے ہوئے صدر جو بائیڈن نے ‘بڑے عالمی قرض دہندگان بشمول غیر پیرس کلب ممالک پر زور دیا کہ وہ دنیا بھر میں وسیع تر اقتصادی اور سیاسی بحرانوں کو روکنے کے لیے کم آمدنی والے ممالک کے لیے قرضوں کی معافی کے لیے شفاف مذاکرات کریں ‘۔انہوں نے کہا کہ بنیادی ڈھانچے کے منصوبوں جو ‘وعدہ کردہ فوائد کی فراہمی کے بغیر بہت بڑا قرض بنادیتے ہیں، کے بجائے ترقی پذیر ممالک کی مدد کے دوسرے طریقوں پر غور کریں۔
امریکی صدرنے مزید کہا کہ ‘آئیے دنیا بھر میں بنیادی ڈھانچے کی بے پناہ ضروریات کو شفاف سرمایہ کاری کے ساتھ پورا کریں، اعلیٰ معیار کے پروجیکٹس جو ورکرز اور ماحولیات کے حقوق کا تحفظ کرتے ہوئے کمیونٹیز کی ضروریات پوری کرتے ہیں وہ شراکت داروں کی نہیں ‘۔
